In St. Lucia, public servants returned to work after being embroiled in a dispute with the government over issues of remuneration. The government of Trinidad and Tobago, through the Attorney General has filed a motion of no confidence in the Speaker of the House of Representatives, Ms. Occah Seepaul. However, Ms. Seepaul has no intention of abiding with the government's wish for her to leave office. Chairman Reg Taylor, Derbyshire County Cricket Club is urging the Cricketers' Association to take legal action over a magazine article. The proposal calls for the imposition of set quotas for dollar banana imports and a ten percent tariff. The newly elected opposition leader of Dominica is unhappy with the prime minister’s acceptance of the British proposals and supports the Caribbean Banana Exporters Association in its rejection of the document. Following the Financial News, the Caribbean Regional Consumers Council plans to set up databases in two islands in an effort to make consumer related information more easily available. A health database will be established in Barbados and a public utilities database in Trinidad. The island's rival three political parties comment on what they think are the major issues for Dominica. In Grenada, unemployment is the major issue as the island goes to the polls. In the Canada provincial elections, Jamaican Alvin Curling was the only success story among the three Caribbean-born candidates. Robert Vesco, an American fugitive financier has been arrested by Cuban authorities. Washington remains interested in Vesco who fled the US twenty-three years ago to avoid fraud charges. Ambassador to the Eastern Caribbean, Edwin Laurent expressed concern and intends to press for a re-consideration of proposed changes to the EU banana protocol. Winston Dookeran, now an economist at the Harvard Institute, states that CARICOM as an integration movement is obsolete. Tony Fraser reports that Dookeran makes his comments on regionalism in the context of globalization. In cricket, the West Indies move into a 37-1 lead on the second day of the first test at Headingley.
