    In this report, Chile becomes the third Latin American country to sign a trade agreement with CARICOM. Trinidad and Tobago Minister of Foreign Affairs, Ralph Maraj stated that a trade agreement between Chile and CARICOM would be strategically important. Maraj responded to whether CARICOM has been taking advantage, in any significant way, of the agreements that they have entered into and if discussions were held on a bilateral level between Trinidad and Tobago and Chile. Britain and Cuba signed an investment promotion and protection agreement. Britain's Under Secretary of State for Trade and Technology, Ian Taylor explained exactly what the agreement is designed to achieve and why Britain is anxious to invest in Cuba. The UN Special Investigator has said that there have been no significant improvements in human rights in Cuba for the past three years. Mr. Taylor is questioned on whether the British government is putting any pressure on the Cuban government to implement democratic reforms. Sir Leon Brittan, European Commissioner for relations with North America, and US Trade Representative Mickey Kantor remained tight-lipped after discussions on a number of issues including bananas. They are expected to have talked about America's opposition to the EU banana regime and its threat of retaliatory action. The United Nations Security Council wrangled over a draft resolution that would send UN peacekeepers and civil police to Haiti to replace the US-led forces. England cricket team celebrated after winning their first test in Australia for eight years. The three key players in the triumph were all West Indians, Dominica's Phillip DeFreitas, Jamaican Devon Malcolm and Guyanese Chris Lewis.
