This paper discusses the need for early childhood education in Latin America and the Caribbean based on social demand--linked to the increase of women participating in the labour force--and educational efficiency--linked to the contribution of early childhood education to learning in primary schools. It also examines the role of resources and political commitment to the expansion of preschool education
