Item A study of control for Jamaica's system of teacher preparation in relation to social progress: 1944-1966(1969) Parkin, Bingham Lloyd;This study sought to identify, appraise, and illustrate the degree of administration and policy control that had developed in the system of teacher preparation in Jamaica during the period of swift and profound social change between 1944 and 1966. Data were obtained through documentary research and through discussions with various individuals. The problem of teacher education control had been a chronic one and had come under close scrutiny since the 1940s. Political and other social reforms had accelerated the necessity for a series of modifications to the administrative process of the system. The Board of Teaching Training created in 1956, and a reconstituted Institute Board of Teacher Training made effective in 1965, had undertaken a substantial degree of control over academic affairs, in partnership with government, through its Ministry of Education. Evidence of the workability of these developments was seen as enough to give further impetus to any efforts to streamline the whole control mechanism of the system. Inasmuch as standards appeared to have been maintained, if not improved, it was concluded that there was justification for a relocation of control, and appropriate recommendations were made
