    The President of Guyana has changed his decision and is now ready to have consultations with the Oppostion parties to elect a new Chairman of the Electoral Commision of Guyana. There is mounting pressure on President Hoyte to invite CARICOM to send its own observer team to monitor the Guyana elections. Officials from the Caribbean fully support this call and gives their insights into this matter. In Haiti, Madame Ertha Pascal-Trouillot who was arrested for complicity and charged for corruption was released from prison today and placed under house arrest. Mr. Emile Gumbs, Chief Minister of Anguilla shares Mr. Lavity Stoutt, Chief Minister of the British Virgin Islands concerns. Mr. Gumbs believes that the death penalty in a small island is a definite deterrent and that the territories should have decided for themselves on this matter.

    Ronald Webster, leader of the Anguilla United Party criticized the ministers of the government of working only for fame and money. This was refuted by Chief Minister, Emile Gumbs. The withdrawal of the 50,000 Cuban troops in Angola is continuing with the second batch of soldiers to return to Cuba today. Ricardo Alarcon, the Cuban Deputy Foreign Minister who played a key role in the agreement for the troops withdrawal spoke on how Cuba is going to integrate the soldiers into Cuban society. The Canadian Federal Government's Royal Commission of Enquiry into Drug Use in Amateur Sports began in Toronto today. The enquiry was set up after sprinter, Ben Johnson was disqualified at the Seoul Olympics for anabolic steroids.

    Antigua's Chief Minister, Emile Gumbs was confident about his party's chances in the forthcoming elections. In an interview, Gumbs speaks on his party, the Anguillan National Alliance dominant features in contesting the elections which includes political stability, adequate funding from Britain, reduction in unemployment and increase in domestic savings. At the recently concluded ACP/EEC meeting in Brazzaville, ACP Secretary General Edwin Carrington gave his assessment of the negotiations. Carrington notes that the meeting was not easy to assess as it traversed the entire field of the trade blocs, recognizing issues that separate as well as those that bring them together and the process of compromise. Also in trade, Neil Shaw, Chairman of Tate and Lyle outlines the company's plan to expand into the European beet industry. Shaw assured Caribbean producers that their quotas of cane sugar would likely be increased rather than decreased. The report concludes with Prince Charles' visit to St. Lucia which was seen as symbolic rather than of economic importance.
