Abstract
The President of Guyana has changed his decision and is now ready to have consultations with the Oppostion parties to elect a new Chairman of the Electoral Commision of Guyana. There is mounting pressure on President Hoyte to invite CARICOM to send its own observer team to monitor the Guyana elections. Officials from the Caribbean fully support this call and gives their insights into this matter. In Haiti, Madame Ertha Pascal-Trouillot who was arrested for complicity and charged for corruption was released from prison today and placed under house arrest. Mr. Emile Gumbs, Chief Minister of Anguilla shares Mr. Lavity Stoutt, Chief Minister of the British Virgin Islands concerns. Mr. Gumbs believes that the death penalty in a small island is a definite deterrent and that the territories should have decided for themselves on this matter.

2. Mr. Desmond Hoyte, Guyana’s President has bowed to the demands of the Opposition parties to remove Sir Harold Bollers as the Chairman of the Electoral Commission. Mr. Hoyte had a change of heart after meeting with representatives of the Carter Centre who has advised Mr. Hoyte to appoint a new Chairman in consultation with the Opposition leaders (00:44 - 04:19)

President Aristide claims that he was relieve that she was released and felt the pain of Madame Pascal-Trouillot but he could not interfere with the cause of justice (09:38 - 10:06)

Mr. Lavity Stoutt, Chief Minister of the British Virgin Islands (BVI) has reacted angrily to Britian’s announcement on the abolishment of capital punishment in the British dependency territories, without any consultation or warning. Mr. Emile Gumbs, Chief Minister of Anguilla shares Mr. Stoutt’s concerns. He believes that the death penalty in a small island is a definite deterrent and that the territories should have decided for themselves on this matter. He was aware that the British government was moving towards this decision but he notes that there was no consultation. He is convinced that protests against this matter would not help as the British government would not change its decision (10:07 – 14:18)
