This article gives an account of the Caribbean Mathematics Project--its development, effects, successes and their limits, and failures and their causes. The project's major objective was to improve the skills of teachers by involving them in the processes of diagnostic testing and writing appropriate materials. Its achievements included a new awareness among teachers, the creation of tools for mathematics teaching, the introduction of new methods in the classroom, and a new interest in mathematics. Unfortunately, it had an inadequate impact on the teachers' college and the school system
