This paper is premised on the need for reform in Caribbean university education to enable citizens to realize their full potential as learners. It perceives a need for The University of the West Indies (UWI) to offer courses for degrees by non-traditional methods and through a wider number of options, in order to provide alternative and widening access to university education. A campus-based open college with faculty status is proposed for the university, and the proposal includes particulars of its structure and functions.
