Administrative change in an ex-colonial setting: A study of education administration in Guyana, 1961-64

Abstract

This paper reviews the attempts made to effect far-reaching changes in the administration of education in Guyana during the period 1961-64. The attempts at change were noticeably unsuccessful, and it is argued that the reason lay in some of the features of the society in which change was attempted. These were more complex than generally realized, the administration of education being inextricably bound up with racial, religious, and political factors, all of which placed severe limits on the legal powers of the government of the day, and inhibited the pace of change
