dc.description.abstractThe first section of this paper situates teachers within the context of the educational systems in the region, and of what is known about their teaching and learning processes. The second section examines the characteristics of the teaching force: who teachers are, how they work, and how they are currently trained. The third section suggests change orientations, keeping in mind the needs of education in the future. The forth section deals more concretely with how these change orientations could be effected. The paper ends with a short conclusion and recommendations for bodies such as UNESCO.en_US
