dc.description.abstractThe Government of Guyana negotiated a loan from the Inter-American Development Bank (IDB) to upgrade, both qualitatively and quantitatively, primary education through the Primary Education Improvement Programme (PEIP), which came into effect in 1990. This report presents a compilation of baseline and comparative data for the ex-post evaluation of the PEIP. A random stratified sample was chosen to represent schools by grade and administrative region, which included all the schools affected by the quantitative component of the project. The sample was used for compiling base year data on the availability and distribution of basic textbooks and instructional materials, school-learning physical environment, teacher effectiveness in the classroom, and improved capability of both primary and supervisory personnel. The data collected present a diagnosis of the situation giving the strengths and deficiencies, and provide a benchmark from which comparisons may be made.en_US
