2. At the opening ceremony of the CARICOM Heads of Government Summit in the Bahamas, Trinidad and Tobago’s Prime Minister, Patrick Manning calls for the political integration of the region. The day’s proceedings continued with a presentation by the Caribbean Association of Industry and Commerce (CAIC) which proposed six recommendations. Among the recommendations are the abolition of the union liberty rules on CARICOM decision making on trade and investment issues, and duty free importation of raw materials and plant machinery. 3. Caribbean countries are being given access to a financing scheme aim at encouraging trade and investment between the region and the Latin American pact countries. The Venezuelan based, Andean Development Corporation has $30 million dollars available for credit financing to the region. 4. At the CARICOM Heads of Government Summit, plans are being made for a meeting of Caribbean and Latin American leaders to discuss the banana issue. The plans came out of talks between Costa Rica’s president, Rafael Calderón and Caribbean leaders (08:45-09:35)
5. The European Commission could raise import quotas for bananas if either the price or the demand rises sharply. According to its Agriculture Commissioner, René Steichen the banana quota could be adjusted to meet the Community’s demand (09:36-10:12)

With the establishment of the new banana regime, the Dominican Republic was classified as a non-traditional ACP banana producer and does not have the rights of producers in the Windward Islands and Jamaica.
