The Ministry of Education and Culture (MOEC) commissioned a study of gender differences in academic achievement and participation in order to determine why boys are achieving less than girls and to discover what part, if any, the school plays in this disparity. The research was thus designed to emphasize school related factors, although it was recognized that socialization within the home and community may contribute to students’ desire or disposition to participate in education and to their motivation to achieve.
