dc.description.abstractThis paper reviews the establishment of the National Institute of Higher Education (Research, Science, and Technology) (NIHERST), within the context of the steps being taken to accelerate the economic transformation of Trinidad and Tobago and to mobilize its natural and human resources. The original concept of NIHERST involved the promotion of science and technology education in tandem with research and development, and the provision of scientific and technological services. However, this model, in its pristine form, was never implemented. It is therefore difficult to arrive at an assessment of efficiency of the model. Requirements for the future are indicated.en_US
