dc.description.abstractThe early and recent history of agriculture in the Caribbean demands that we achieve, as a matter of urgency, the objective of full capability for indigenous and effective education and training of manpower at all levels, towards regional development and modernization of agriculture in CARICOM. This paper proposes that the key to efficient realization of these objectives is the integration of the dissemination of skills and knowledge in training and education programmes, with the stimulation of the process of agricultural modernization in research, extension and development programmes. Such integration requires the careful reversal of many of the structural characteristics of the agricultural institutional system in the region
