dc.description.abstractThe terms of reference of the Task Force, which comprised an interdisciplinary team of specialists, were to: 1) evaluate the post-secondary technical and vocational programmes in terms of there effectiveness as a policy measure for addressing current and short-term imbalances on the labour market; 2) delineate a strategy, including a finance policy, for the sector for correcting shortfalls through rationalization and coordination of efforts; 3) develop a work plan for implementing the strategy; and 4) develop appropriate mechanisms for interacting with individuals and interests groups engaged in similar rationalization exercises for the sector. The report evaluates the context of the assignment and provides the following: a) an evaluation of the training programmes, b) the cost-effectiveness of the selected programmes, c) specification for consolidation, d) a financial policy, and e) an implementation strategy. A list of recommendations is presented in the report.
