The report by the British Department of Transportation recommended that air traffic controllers give their reason for requesting a pilot to divert its aircraft in an emergency situation. The Haitian authority will have one week to show progress in negotiations before an arms and oil embargo is imposed. The mission by the UK based Caribbean Trade Advisory Group (CARITAG) is led by Baroness Young, a conservative member of the House of Lords. With the prospect of an expansion of trade, the UK government is faced with a US law which bars foreign subsidiaries of US companies from doing business with Cuba. UK officials say that the US law will not be allowed to get in the way with its relations with Cuba.
