Report of the committee on proposed establishment of Children's Authority

Abstract

The report is arranged in nine sections. Following the introduction, Section II describes the historical background. Section III sets out the exiting Government Services for children and young persons with the identifiable gaps in these services. Section IV describes the work of some of the larger social voluntary organisations and the establishing a Children’s Agency with its underlying social concepts. Section VI sets out the functions, organisational structure and staffing of the proposed Children Services Division. Section VII contains our recommendations for the creation of a single Ministry of Social Development embracing all statutory social services. Section VIII suggests the main amendments to existing legislation and now legislation required, while Section IX gives a summary of our recommendations.
