Abstract
The purpose of this paper is to suggest some directions that might be taken to address current dilemmas in the professional preparation and development of school administrators, especially those in developing areas. It presents a framework, which was developed in Manitoba, Canada, to guide decisions regarding the preservice and continuing development of school administrators
