Official reply from Barbados for 1979 ICE on educational organization and the right to education. The educational system is structured in tiers and education is free from pre-primary to university level. The educational management system is largely centralized; there are no specific courses in educational administration. The major problems to be solved were the lack of financial resources, the uneconomical use of existing school buildings and the shortage of qualified teaching staff. In addition to the extension of the school attendance age and the provision of more places for secondary education, certain ancillary services were provided which removed social and economic barriers
