This paper suggests the separation of standards, learning, and assessment in the future development of technical and vocational education and training (TVE) in Barbados and the Caribbean, as a whole. In this way, the separation of accreditation of competence from informal and formal learning is facilitated, and learning programmes support the achievement of occupational standards. The paper also discusses the methodology for the establishment and assessment of National Vocational Qualifications (NVQs) and the steps being taken towards the establishment of a Caribbean Vocational Qualification (CVQ).
