In order to improve the quality of primary education in Jamaica and reduce inequalities in its provision. The Government of Jamaica decided to carry through a second Primary Education Improvement Project (PEIP-2). Before making any suggestions for changes in the primary school system, it was necessary to have a full picture of the existing situation. In order to get such baseline data, it was decide to conduct an island-wide evaluation study. The methodology used was a combination of both quantitative and qualitative approaches: relevant documents were studied; teaching and learning processes were observed in a select sample of schools; and questionnaires and interviews were administered to students, teachers, principals, school administrators, education officers, and parents. The major findings are analysed under three main themes: capacity of the system to deliver, review of the curriculum, and the overall performance of the system. Suggestions are made on how to develop the primary school system, and recommendations are made for improving the curriculum.en_US
