Abstract

This paper discusses the effect of debt repayment on the education budget, which results in the serious curtailment of educational development in areas of school construction, retraining and upgrading of teacher skills, deshifting junior secondary schools etc. It defines programmes embarked upon by the government to ensure that downward adjustment is still accompanied by growth, including joint efforts with private agencies, the establishment of Local School Boards, and a loan scheme for university students.
