Abstract

The Adolescent Training Programme Committee was established in Trinidad and Tobago to make recommendations for the design of a programme to give school dropouts or school leavers without certification a second chance at basic education and at acquiring employable skills. The report sets out the terms of reference and the committee’s interpretation of them, and details the materials and programmes studied in their deliberations. Among its recommendations are 1) the conduct of surveys into causes of youth development unemployment and un-employability, and youth perceptions and reactions to these conditions; 2) the identification and stimulation of opportunities in areas with potential for wage or self-employment, and 3) determination of the causes and ways or reducing the high incidence of inadequately prepared school leavers.
