This paper was prepared in response to a request for a presentation on "The debt crisis and its impact on Belizean education." However, it was determined that Belize was not experiencing a debt crisis, so the paper provides: (a) information on socio-economic conditions in Belize; (b) a description of the organization, management, and functioning of education; (c) a comment on debt servicing and its implications for education; and (d) a brief discussion of four major constraints to educational development: education planning, teacher quality, textbooks, and school buildings and maintenance
