Abstract

In this report the aims of the seminar were defined thus: to review the educational consequences of the programme of structural adjustment, whether these were adopted voluntarily by governments or agreed with external bodies, as perceived both by ministries of education and by ministries of finance; to identify strategies for: improving dialogue between ministries of education and of finance that will lead to fuller mutual understanding of the economic case for and constraints upon education; assisting ministries of education on the processes of negotiating their budget; allocating or reallocating the educational budget with a view both to educational quality and to cost effectiveness; identifying and evaluating alternative sources of educational finance; improving dialogue between ministries and international donors; to agree on the outline and framework of a programme of activities to be undertaken in the Caribbean in order to implement these strategies.

Description

The senior policy seminar on educational responses to structural adjustment was held in response to a decision by Commonwealth ministers of education at their conference in November 1990. The meeting was organized by the Education Programme of the Commonwealth Secretariat and funded by the Commonwealth Fund for Technical Cooperation.
