Abstract
This paper aims to provide background information and to identify issues that needed to be addressed at the Caribbean Consultation in preparation for the World Conference on Education for All. Against the background of a perceived need to reconceptualise basic education, it discusses the provision of basic education to various groups in the Caribbean society. It also identifies the number of vital factors that facilitate the provision of quality basic education, including trained teachers, early childhood education, access to secondary education, health and welfare, and textbooks.
