dc.description.abstractThis paper explores the prospects for human resource development in the Commonwealth Caribbean, having regards to the experience of the 80s, when economic crisis hit the larger countries of the area, resulting in cuts in public expenditure of considerable proportions, in some cases. The fundamental question addressed if whether, as small countries, an adequate level of investment in human resources is being sustained to guarantee the required knowledgeability of the labour force for competition in the late 20th and early 21st centuries. The paper also addresses some of the requirements for building the knowledge base of the region in the last years of the century, against the background of continuing economic difficulty.
