dc.description.abstract As a team from the International Commission of Jurists investigates the 1980 death of the Guyanese historian and political leader, Dr. Walter Rodney. Former Guyanese Defence Force Sergeant Gregory Smith states that unless his safety can be guaranteed he would not return to Georgetown to give evidence. Haiti has formally asked the US to extradite Emmanuel Constant, the leader of a right-wing military organization. Dr. Allen Sammy, a member of the Caribbean Network for Integrated Rural Development comments that CARICOM states have lost out by failing to mount a united official delegation at the UN Social Summit. Guyana's President Cheddi Jagan warns that tensions between the North and South could explode if the UN Summit proposals were not taken on board. President Jagan also faces allegations of corruption within the country's police force. Whale watching could soon form an important part of Dominica's growing eco-tourism industry. Cuban President Fidel Castro has tentatively agreed to allow an international fact finding mission to visit his country to investigate human rights abuses. en_US
