    The international whaling commission meets in Japan next week. Top of the agenda will be plans to set up a whaling centre in Antarctic and a moratorium on commercial whaling. Trinidad and Tobago’s Prime Minister Patrick Manning last night announced a series of meshes to alleviate the impact of the floatation of the dollar in some hard hit sectors of the community. The government of Puerto Rico has hinted that more alterations to the 936 programme particularly in the area of tourism – 936 a special lending facility is now being reviewed in Puerto Rico and Washington.     The Jamaican government has won a legal victory in its bid to determine which inmates on death row will face the death penalty - Gary Allen reports.
