More specifically, it has a base in two documents issued by the governments of Montserrat and St. Kitts-Nevis, which enunciated programmes of educational reform aimed at economic development. Economic trends in both islands are teased out from a short study of their economic activities; and educational ideals, either stated or normally associated with the trends, are listed. These ideals and activities are critically examined with a view to illustrating some of the problems involved in the kind of educational innovation envisaged.
