    Major Trade Unions in Trinidad and Tobago are preparing massive protest against structural adjustment policies being adopted by the PNM government of Prime Minister Patrick Manning, and the government’s decision to defer payment of salary increases to public servants. The unions are also predicting large scale retrenchment as a result of these measures – correspondent Tony Fraser reports on the views of Gordon Draper and Errol McLeod - President General of the OWTU. A naval blockade of Haiti could be the final result of continued stalling of negotiations of the country’s de facto regime. Analysts looking at the Haitian crisis say the United Nations envoy Dante Caputo is being pushed in the direction of the harder options – correspondent David Adams reports. The United States policy towards Cuba seems unlikely to change if members of the congress have anything to do with it. Peter Hakim - Senior Acting President of Inter-American Dialogue made a presentation to the US House Panel on Wednesday to urge reconciliation with a Cuba that is no longer a threat to the US fell on deaf ears. Two Caribbean leaders are scheduled to Eugenia Charles of Dominica and Erskine Sandiford of Barbados to meet with Bill Clinton and Vice President Al Gore on the occasion of the 44th Annual Prayer Breakfast hosted by the US President. St. Maarten and other Dutch territories in the northern Caribbean can soon have their positions changed to give them greater status in the European Community. Senior Dutch and local government officials are to meet at a meeting chaired by Dutch Prime Minister Ruud Lubbers and the Dutch Minister of Aruban and Antillean Affairs Ernst Hirsch Ballin to make the islands of St. Maarten, Saber and St. Eustatius a province of the Kingdom of the Netherlands. However, reactions to the proposal in St. Maarten have been mixed. Top Caribbean medical expert Dr. Michael “Mickey” Waldron, Dean of the Faculty of Medical Sciences, UWI- Barbados has challenged the projections of the rate of increase of AIDs cases in the region as projected by the Harvard Based Global Aids Coalition. In an interview with correspondent Debbie Ransome, Dr. Waldron says that based on research conducted, there is s strong likely hold of a twenty fold increase of AIDS cases in the region.

    In Barbados, the government suffered its first casualty as Tourism Minister Dr. Richard 'Johnny' Cheltenham resigned. Amid election campaigning, Dominica Prime Minister Eugenia Charles has filed a libel suit against the Opposition United Workers Party Leader Edison James. In Trinidad and Tobago, the ruling party has lost ground in an opinion survey conducted by social scientist Dr. Selwyn Ryan. Gordon Draper gives the reaction of the party and Basdeo Panday expresses his skepticism about the poll. The Organization of American States (OAS) General Assembly opens in Haiti but little attention is being paid by local Haitians. The OAS Secretary-General Cesar Gaviria calls for Cuba to be re-integrated into the hemispheric grouping. Reverend Lucius Walker of Pastors for Peace would like to see the US show economic interest in Cuba, like other countries. The British Guardian newspaper interviewed Trinidadian Krishna Maharaj, now on death row in Florida, as he seeks a last minute appeal. In cricket, the West Indies drew with Northamptonshire in the final day of their rain affected match.

    In this report: the Speaker of Trinidad and Tobago's House of Representatives, Ms. Occah Seepaul, refuses to stand down in a no confidence debate brought against her by the government. Meanwhile, the Attorney General Keith Sobion states that the government will take the matter to the full distance. Lord Weatherill, Former Speaker of the British House of Commons comments that this matter should not be taken lightly by Madame Speaker. In St. Lucia, the commission of inquiry into the alleged misuse of UN funds has resumed without key witness Dr. Charles Flemming. The Commission heard from former Permanent Secretary in the Ministry of Planning, Ausbert d'Auvergne. Trinidad and Tobago's Opposition Leader Basdeo Panday has denied that his United National Congress (UNC) is standing in the way of a Caribbean court of appeal. Following the end of the CARICOM Summit, Caribbean Report asked members of the press corps if it was all plain sailing in terms of the coverage of the Summit.

    In this report there is a major eruption at Montserrat's volcano but there are no moves to evacuate residents at this time. In St. Martin, a new island government has been sworn in, it is the fifth time that local government has changed in the last four years. Trinidad and Tobago's Opposition Leader Basdeo Panday is predicting a tie in the next general elections despite polls published by Dr. Selwyn Ryan. In Jamaica, former JLP Chairman Bruce Golding launched the country's third political party and promised to deal with the issue of garrison politics. Meanwhile, in Antigua and Barbuda, former Trade Minister Hugh Marshall is set to launch a third political party, the People's Democratic Movement. The people of Antigua have their say on this third political party. In Canada, Caribbean people fear the anti-immigrant backlash as the Quebec province vote in a referendum. The Quebec vote may lead to secession from Canada. Colin Rikards, editor of The Share and Noel Alexander, Head of the Association of Jamaicans comment on this alleged anti-immigrant feeling.
