If Nigeria does not make measurable progress towards democracy in just under a year Billy Miller and the other members of CEMAC could recommend the country's expulsion from the Commonweatlh. That was one outcome from the Edinburgh Summit and Caricom leaders raised concerns that they were unable to raise any personal discussion at the Summit with Prime Minister Tony Blair.
