2. Puerto Rico has suspended loans under the 936 Programme for projects exceeding five million dollars. The Ways and Means Sub-committee in Washington approved President Clinton’s plan to scale down the Programme. The matter has to be heard by the U.S. Senate. 3. Heavy rains in Jamaica have resulted in seven deaths and flooding and losses in the island’s vital agricultural sector. Prime Minister, P.J. Patterson announced an aid package of 250 million dollars to the affected areas. 5. A United Nations Development Programme report ranks Barbados, Trinidad and Tobago and Bahamas amongst the top developing nations in the world in terms of human development. The report rates countries according to income and quality of life and measure factors such as life expectancy, literacy and real purchasing power.
