A joint public and private sector scheme is being launch in Jamaica to help students to meet the increase in the cost of education at the University of the West Indies. Immigration had continued virtually unchecked until March, this year. It is estimated that seventy-five percent of immigrants are illegal and are mostly from Haiti, Dominican Republic, Dominica and St. Lucia. The opposition Labour Party wants the government to introduce legislation to make racially motivated violence an offence. At present, racial attacks are dealt with under a general legislation against violence.
