Abstract
This report examines, domestic finance expenditure for education, teaching quality assessed through classroom observation tools, number of key indicators reported to UNESCO Institute for Statistics (UIS), inclusive local education groups, progress on key enabling conditions (or factors) for system transformation, top-up of ‘system transformation grant’ at compact mid-term, implementation of the ‘system capacity grant’, implementation of grants meeting their objectives, girls' education accelerator, alignment of grants to national systems, harmonization: grant funding modality, enabling objectives indicator, and SDG 4 and SDG 5 indicators.
