Abstract
In Haiti, President Prosper Avril allowed Franck Romain, a leading member of the notorious Tonton Macoute safe conduct to the Dominican Republic. With the release of Cabinet documents under the 30 year rule, attempts were made to restrict West Indians to Britain despite the Nationality Act of 1948. The Rum industry in Puerto Rico is feeling the impact of changes in the pattern of liquor consumption, mainly in the US. Britain's Princess of Wales flew out of Heathrow's Airport for a sunshine Caribbean holiday.
