This comes from the new government that officially took office last month. This suggestion arises due to the exponential rate of increase in law students in the Caribbean. It is the intention for this school to be established with the OECS but the Attorney-General is worried about how this proposal will be received due to concerns of saturation and quality. Obie Wilchcombe refuses to disclose to the Court how he obtained the suicide note from the death row inmate John Higgs. John Higgs committed suicide by slitting his wrist shortly before he was scheduled to be hanged. In his note, Higgs blamed the Government for using capital punishment to gain political points.
