2. The 14th CARICOM Heads of Government Conference ends in Nassau with a number of key issues remain undecided. However, CARICOM leaders have agreed on a number of decisions. Hugh Crosskill reports on the last day of the Conference. The decisions taken at the Conference are as follows: (i) An agreement to establish a joint CARICOM-Cuba Commission to develop greater links in tourism, agriculture, biotechnology and cultural exchanges. Interview with P.J. Patterson, Prime Minister of Jamaica. (ii) To set up an Association of CARICOM Parliamentarians which is to include four parliamentarians per CARICOM state with two each from the British Virgin Islands and Turks and Caicos Islands. (iii) Four prime ministers under the chairmanship of P.J. Patterson have been appointed to drive the creation of a single market for the region and the stepping up of international negotiations. P.J. (v) The setting up of a unified minimum level head tax for cruise ship passengers to the Caribbean region is being debated. (vi) CARICOM leaders are to examine the potential impact of NAFTA on the region and how they might take advantage of any opportunity it creates. 3. President of the West Indies Cricket Board of Control (WICBC), Clive Walcott is to be the new Chairman of the International Cricket Council (ICC). Barbados born, Clive Walcott will take up the post on October 1st. The appointment marks the first time an ICC Chairman has been drawn from outside England. 4. Amnesty International has released its annual report on human rights abuses worldwide. While Haiti and Cuba are prominently featured in the report, concerns were raised on the death penalty in Jamaica, St. Vincent and Trinidad and Tobago.
