    With pre-election violence on the upsurge in Haiti, the Independent Electoral Council protests against the reappearance of Williams Regala, one of the most feared man in the country who was the alleged instigator of the violence that aborted the 1987 elections. Secondly, the ACP Working Group on Bananas held a meeting in Brussels to examine Caricom’s proposals for the regulation of the banana trade in Europe. In the next segment, a study entitled “Europe 1992 and the Caribbean: Crisis, Challenge and Opportunity” by Wilberne Persaud purports that prolong dependence on preferential markets in Europe without more efficient production and diversity will increase the Caribbean’s economic and social problems.
