    Third Education Development Project: Loan Request to be Submitted to the World Bank

    This project was prepared by a Working Party comprising a government team and a UNESCO Project Preparation Mission. It was intended to assist the government of Trinidad and Tobago in bringing about qualitative expansion required for the implementation of a universal five year secondary comprehensive plan. The project has three main elements: 1) institutional building in the primary and secondary school sectors—the replacement of 15 dilapidated primary schools and the addition of practical rooms as well as dental and medical facilities; the extension of 22 junior secondary schools (for deshifting purposes); and the addition of wings, for specialised crafts, to 10 senior and composite schools; 2) measures designed to improve the quality of education by promoting the development of supporting educational services and learning materials, and ensuring the output of appropriate teachers of agriculture. The strengthening of vocational guidance/counselling activities also included; and 3) a summary of the technical assistance requirements in order to facilitate the proper implementation of the project.

    White Paper: National Institute of Higher Education (Research, Science and Technology)

    The White Paper is organised in two parts: Part 1: 1) assesses the status of science and technology in Trinidad and Tobago, 2) identifies reasons for giving priority to the improvement of this status, 3) examine the historical role and projects the future role of the University of the West Indies (UWI) in the development of science and technology within the framework of the national objectives of Trinidad and Tobago, 4) identifies the need for rationalization of the resources devoted to the national scientific effort, 5) assess the available models for the redesign of the institutional framework, and 6) makes recommendations for the establishment of NIHERST. The appendices include terms of reference for the proposed (a) National Council for Technology in Development, (b) National Co-ordinating Council for Training, (c) University Affairs Council, and (d) Recommendations of the Report of the Caribbean Task Force Regarding The University of the West Indies and Proposals for Expansion. Part II contains proposals for restructuring the university.
