    This paper premised on the need for reform in Caribbean university education to enable citizens to realize their full potential as learners. It perceives a need for The University of the West Indies (UWI) to offer courses for degrees by non-traditional methods and through a wider number of options, in order to provide alternative and widening access to university education. A campus based open college with faculty status is proposed for the university, and the proposal includes particulars of its structure and functions.

    Proposal for the Establishment of a Campus-Based Open College
    (Extra-Mural Studies Department, University of the West Indies, 1988-10) Ramesar, Esmond D.
    This paper examines both traditional and new concepts of the University of the West Indies (UWI), and suggests that in order to face the future, certain choices will have to be made on a number of enigmas. An open college is proposed as an alternative method for meeting and increasing demand for higher education. The proposal includes recommendations for its structure and content to take care of those functions which are required of the university and which do not conveniently fall within the normal faculty structure.
