    In this report, the decision not to vote by Quebec could lead to a backlash against the country's immigrant community. Quebec's Prime Minister Jacques Parizeau blamed the province's immigrant vote for the defeat. In Trinidad and Tobago, political campaigning heats up and Tony Fraser reports on whether race is a major issue in the campaign.
