    In this report, the decision not to vote by Quebec could lead to a backlash against the country's immigrant community. Quebec's Prime Minister Jacques Parizeau blamed the province's immigrant vote for the defeat. In Trinidad and Tobago, political campaigning heats up and Tony Fraser reports on whether race is a major issue in the campaign. Former Trade Minister Hugh Marshall launches Antigua's third political party however this is being viewed with a level of skepticism by some Antiguan nationals. Meanwhile, in Bermuda a commission of inquiry into the postponement of the August referendum on independence has begun. The three member team is headed by Justice Telford Georges of Dominica. Residents in Montserrat have aired their grievances over the official handling of situation at the Chances Peak volcano. Vivien Alleyne, one Montserratian living in Britain appealed to officials to respond to the concerns expressed by residents. In cricket, West Indies batsman Brian Lara has decided not to return to the English county club Warwickshire next season. The Secretary General of the Caribbean Broadcasting Union (CBU), Leo De Leon is to step down from office early in the new year.
