    The International Narcotics Control Strategy Report compiled by the United States State Department accuses the government of St. Vincent and the Grenadines of not doing enough to crack down on drug trafficking. The State Department refers to persistent reports of narcotics-related corruption in senior levels of St. Vincent's government. Victor Cuffy, Head of the island's Human Rights Committee gives his reaction to the report. A delegation of West Indies Rum and Spirits Producers' Association (WIRSPA) lobbies to abolish the European Union quotas on imports of rum. Cuban diplomat, Jose Martinez, the First Secretary at the Cuban Embassy in Kingston, has defected. Rafael Dausa, official spokesman of the Cuban Foreign Ministry confirmed the defection and called Martinez a traitor. Rosie Hayes speaks to Gustavo Villarroel on the concerns about defections in Cuba's sporting world as the Pan American Games approach. Women's rights and the debt burden of the English-speaking Caribbean are among the issues to be discussed by regional non-governmental organizations (NGOs) at the Social Summit to be held in Copenhagen, Denmark.

    President Bill Clinton visits Latin America and the Caribbean. The American leader is in Mexico where his meeting with leader Ernesto Zedillo led to agreement on stepped up action against drug traffickers and cross border illegal immigration. Next, Jamaica and the United States have signed what Jamaica has described as an acceptable form of the shiprider agreement. Jamaica has previously resisted the measure which is broadly designed to allow the US Coast Guard to pursue suspected drug traffickers into the territorial waters of the signatory country. Next, as Haiti seeks immediate foreign aid to deal with the major famine caused by drought in the North-West of the country the government says it is hoping for long term help from the English speaking Caribbean. Next, Trinidad and Tobago’s Prime Minister is in Venezuela seeking better relations between Trinidadian fishermen and Venezuela’s National Guard. He was scheduled to meet with his Venezuelan counterpart Rafael Caldera. Next, in Guyana one thousand ladybird beetles have arrived in the country to help in the biological control of the pink mealybug which has now reached that country. Next, Cuba has opened its first free trade zone just outside the capital Havana. The impact it will have on the country’s tax system is examined. Finally, the polls in Britain saw the election of one new black MP. She was elected to represent the ethnically diverse community of Bethnal Green and Bow. This election saw more black candidates all across the political spectrum than exclusively the Labour Party. It is believed that this is a good thing because the black communities overwhelming support of the Labour Party has not helped them.

    This report highlights the US plans to challenge the European Union (EU) banana regime at the World Trade Organization (WTO). The US decided to press ahead with its challenge although Caribbean leaders have consistently asked the US to rethink its opposition to the regime. In London, banana distributor Geest releases their interim figures which shows an increase in operating profit as they hold a series of consultations with companies interested in taking over its banana business. The US House of Representatives has overwhelmingly approved the bill aimed at blocking foreign investments in Cuba. Meanwhile, Cuba Foreign Affairs official Rafael Dausa states that Cuba's investment thrust will continue despite US legislation. America's anti-drug efforts in the Caribbean was defended by Trinidad-based US Ambassador Brian Donnelly. Donnelly states that his government is pursuing a multi-layered strategy against illegal drugs. In Port-of-Spain, high level talks are due between the Secretary-General of the ACS, Simon Molina Duarte and Trinidad Government Ministers. One major hurdle is the question of funding for the ACS Secretariat. As the Caribbean region has experienced a very active 1995 hurricane season, Dr. William Gray, Colorado State University, Department of Atmospheric Science, explains how he was able to predict this hectic hurricane season.

    The European Union again defends its banana regime against US opposition. Sir Leon Brittan, EU External Relations Commissioner has indicated that the dispute between the EU and the US about the European banana imports has not been resolved. Cuba steps up its efforts to attract investments from Britain. In London, Cuba's Finance Minister, Jose Luis Rodriguez spoke about Cuba's programme of economic reforms and its desire for joint venture investments. British businessmen were upbeat and positive about investing in Cuba. Mr. Rodriguez was questioned on his government's self-imposed structural adjustment programme and whether NAFTA was the way to go. The UN Security Council has voted to send a peacekeeping force to Haiti by the end of March to take over from the US-led force. Grenada's Prime Minister Nicholas Brathwaite retires from politics. Mr. Brathwaite was asked if he had any regrets, what was his greatest achievement and what the future holds for him now.
