An embarrassing inquiry into the suicide of a death row prisoner is continuing in the Bahamas. John Higgs committed suicide the day before his execution. In Bermuda, human rights groups have commended their efforts to get rid of the death penalty. Fears have increased among prisoners since the John Higgs’ inquest into how he acquired the tool used to end his own life. Michel Camdessus, the outgoing head of the IMF, said the organization should be given a bigger political clout and clearer responsibilities. CARICOM foreign ministers in Trinidad and Tobago have been meeting with their Canadian counterpart Lloyd Axworthy.
