In his recent budget speech St. Lucia’s Prime Minister, John Compton indicated his reluctance to implement the common external tariff as Pete Ninvalle reports from Castries, St. Lucia (00:28-03:16)3. The budget was just presented in the British Virgin Islands by the Finance Minister, Sir Laverty Stoute. A Spanish government Minister held talks in Madrid with leaders of Cuban opposition groups in exhile. Hugh Goertfield reports that this is an important shift in Spanish policy (05:13-06:58)5. Cuba and the Soviet Union have agreed on trade prices for key commodities such as sugar and oil. The Soviet Union will buy Cuba’s sugar for more than twice the world market price giving Cuba 2.2 billion dollars from the sale of sugar. However, the Soviet Union would peg oil prices with international standards (06:59-07:25)6. Ms. Sally G. Cowal, Washington’s Deputy Secretary of State for the region is now visiting Guyana. Her visit is to keep up American pressure so that Prime Minister, Desmond Hoyte would hold free and fair elections. Sharief Khan reports that future American aid to Guyana will depend upon whether the elections are held above board. Washington is prepared to work along with whoever wins the elections and pledges its support for greater assistance to the country if this happens (07:26-08:52)7. A two day regional conference of higglers, huxters and side walk vendors ended yesterday in Dominica representing about 30,000 informal traders. It is the first time that traders from English, French and Dutch areas have come together. The West Indian Commission arrived in Birmingham, the 2nd largest city of Britain to find out what proposals they have to offer for the Caribbean future.
