The paper identifies the attributes that should be developed in an individual who is a citizen of a developing country in the process of self-actualization, as well as the characteristics of the society that should be created or enhanced in order to facilitate the development of human potential and ensure social well-being. The attributes and characteristics are used to generate some national development objectives.
