This move has led to the resignation of Public Utilities Minister Ralph Maraj in portest of the decision to place the Speaker under house arrest. Maraj is the brother of the Speaker and has called the government's action unnecessary, high-handed and dictatorial. Caribbean Report looks back at 1990 as this state of emergency comes five years after the last one was declared when Yasin Abu Bakr attempted to violently overthrow the then government.
