The 20 explanations provided showed a clear structure. The six factors that emerged from them were: 1) lack of effort on the part of the unemployed, 2) lack of ability, 3) failure of trade unions, 4) effects of government policy, 5) regional and worldwide changes, and 6) poor industrial management.
