By 1952, steelbands were allowed to participate in the Music Festival and the finals was adjudicated by a Welshman, Dr. Sydney Northcote. Northcote gave first place to the band Boys Town, the "fish band" from Point Cumana. Clem Bellerand who founded the band, tuned their pans, arranged their music and led the unknown Boys Town to victory at the first steelband festival.©Trinidad Express Newspapers.
